In conclusion the Governor has stated that the Government of Hong Kong agrees with the suggestion made in the last paragraph of War Office letter of the 10th September, 1940 that any building works which may become necessary before the termination of the war to accommodate an increase in the existing garrison should be dealt with as a separate matter without prejudice to the eventual settlement of the question left in abeyance during the war.

The Secretary of State agrees with the proposals of the Government of Hong Kong and would be glad to learn in due course whether they are acceptable to the Army Council.
